Modernizing the Brazilian criminal justice system and promoting a democratic policy environment that encourages civil society to participate in public security The Center for Studies on Public Security and Citizenship (Centro de Estudos de Segurança e Cidadania/CESeC) at the University of Candido Mendes is dedicated to applied research, consultancy work, monitoring of intervention projects, training activities and disseminating information on public safety, justice, the prison system and the prevention of violence.
Created in April 2000, CESeC brings together a group of respected academics who are also experienced in crafting and implementing policies in the area of public security. CESeC is directed by Julita Lemgruber, who has served as police ombudswoman and as the general director of the prison system, both in the state of State of Rio de Janeiro.
CESeC is committed to helping design public safety policies which are efficient and yet respectful of human rights. It works with the perspective that the debate around the criminal justice system must take into account issues of inequality and democracy in Brazil. In its nine years of existence, CESeC organized 19 national and international seminars, finalized 25 different projects, published 13 books and 12 bulletins and numerous articles in the local and national media. Currently, it has 5 new projects.
CESeC has developed projects in the following areas: Media and Violence; Youth and the Police, Police Violence, Police Training, Prison Litigation, Racial Profiling, Secondary Victims of Violence, Monitoring Crime and Violence Statistics and Evaluation of Civilian Oversight of the Police
