The mission of CLEEN Foundation is to promote public safety, security, and accessible justice through empirical research, legislative advocacy, demonstration programs and publications that capture the results of its work in partnership with government, civil society and business community

The shift from military dictatorship to elected civilian government in Nigeria required the police to change from being a tool of oppressive governments to a public service agency. CLEEN has been a leader in pursuing that transformation. Since its launch in January 1998, CLEEN Foundation has led civil society initiatives and involvement in government’s efforts to improve service delivery functions and accountability of law enforcement agencies in Nigeria through its three programme areas:
  • Public safety and Security Programme, which facilitates building of partnership between the police and local communities they serve in crime prevention and infusing community concerns in the determination of law enforcement and security priorities. The priorities of the programme are pursued through projects such as community policing forums, youth against crime, conflict management and informal policing.


  • Accountability and Justice Programme, which works with the law enforcement agencies and their oversight agencies to strengthen internal and external processes and mechanisms for holding law enforcement officials accountable for their conduct, performance and costs, as well as making the mechanisms accessible and open to members of the public wishing to lodge complaints.


  • Research and Planning Programme: This provides and promotes the use of empirical and quantitative data in the formulation of crime prevention, public safety and justice policies, as well as evaluation of the impact of the policies. This is pursued through the conduct of crime and victimization surveys, crime mapping, exploratory studies and development of indicators for measuring progress in the implementation of government policies on safety and justice.


 
 

West African Sub-Region Quarterly Internship and Training Program:

From 2006, the CLEEN Foundation began to expand the reach of its activities to cover the West African sub-region through the organization of quarterly internship and training program. This project brings young civil society leaders from West Africa to the CLEEN Foundation’s Resource Center in Lagos to spend time learning and sharing experiences on advancing reforms in safety and justice. http://www.cleen.org/
