In recent years, performance indicators have emerged as a promising tool for tracking progress in key areas of governance, including the rule of law.
These projects reflect the growing demand worldwide for objective signs of progress toward safety and justice measures of how police, courts, and other institutions are performing and whether new reforms are succeeding. This demand exists where the crime rate is high and also where it is very low, in rich countries and poor ones, and within new and established legal systems.
